ACL has issued a statement on a series of fatal accidents that have recently occurred on Luxembourg’s roads.
The automobile club has stated that recent incidents over the past two days have shown that the fight must continue to prevent road accidents.
Nevertheless, the ACL has reminded the public that the exact circumstances and causes of the last two fatal accidents have not yet been determined and the elements as described in the press suggest that non-compliance of the rules imposed by Luxembourg legislation may have played a role in causing the accidents.
Consequently, the ACL has emphasised the need to study in detail the causes and consequences of road accidents and that a precise and combined analysis of the driver, infrastructure and vehicle is paramount in order not to be satisfied with the "presumed causes" when defining measures to improve road safety. This is also important, according to the automobile club, in combatting news motivated by anger.
Regarding the proposals put forth by La Sécurité Routière, the ACL has stated that it will not support a lowering of the maximum authorised speed outside built-up areas from 90 km/h to 80 km/h. They have supported this decision by claiming that, whilst the rules imposed by the Highway Traffic Act do not contribute to safety on our roads unless they are respected, it seems that this was not the case this weekend.
Before adding any further prohibitions and obligations to the Highway Code, the ACL would like to see actions that will promote compliance already in force today, whether this be the training of new drivers as has been announced, but also the continuous awareness of users in general, the elimination of black spots, the monitoring of compliance with existing obligations or reflections on more effective sanctions against those who were not impressed by the strengthening of repressive measures in recent years.
Finally, the ACL has reminded that in order to choose the most appropriate measures and to be able to measure their effects, a comprehensive analysis of accidents is unavoidable.
